1. Purpose

The purpose of this Method Statement for the Installation of light
fittings is to ensure that it complies with Project requirements,
specifications, and standards.


2. Objective

This method statement is critical to the health, safety, and
environment (HSE) of the activity related to light fitting installation. It is
to be followed and adhered to, any deviation or changes must be first
authorized by the Client, Project Manager, and HSE Manager.


3. Scope

We [COMPANY NAME] will be Installing LED Flood Lights on the 6 nos.
Light Poles for the Football Training Field. The LED Lights will be focused and
tested to meet the required Lux Levels as specified in the Project Specifications.


4. Procedures


General
Installation Procedure for Light Fittings

  1. Installation works
    shall be carried out only to the latest revision approved shop drawings.
  2. The Site Engineer
    (Electrical) has to ensure that all the lighting fixtures received at the site
    are according to the Client approved lighting design and are properly stored
    safely in a temporary area.
  3. Ensure all
    finishing works in all related areas are completed for the area of installation
    and released/cleared by the Civil Team to proceed with the installation of
    lighting fixtures.
  4. Lighting fixtures
    installed in exposed external areas shall be of weatherproof type.
  5. Lighting fixtures
    are to be installed inline and parallel with another line of fixtures as per
    approved shop drawings.
  6. Heavy lighting fixtures
    shall be supported by Head Frames which are fabricated according to approved
    drawings and structurally checked. Installation should be executed with HSE
    recommended procedures.
  7. All lighting
    fixtures shall be connected with earthing cables.
  8. Before fixing
    lamps, all lighting fixtures are to be cleaned. Make sure that glass lenses,
    diffusers, and reflectors are free of oily fingerprints.
  9. Gloves shall be
    used in a light fitting installation works.
  10. Correct lamp
    drivers/ballasts are to be installed for the lighting fixtures.
  11. Before installation,
    all wires should be tested for continuity and insulation resistance.
  12. Test Reports should
    be submitted to Engineers for approval and records shall be maintained.
  13. LED Drivers Should
    be installed in a weatherproof enclosure with ample space for cables/wires to
    run and enough space for ventilation. Should requirement arise ventilation fans
    with louvers will be provided for supplementary cooling?
  14. LED Floodlights
    shall be tested according to manufacture guidelines and Client specified
    procedures.
  15. Report to be recorded and officially submitted to the Client.


5. Quality of
Installation

  1. Quality of
    installation and materials at the site will be ensured by the project team
    consisting of a Project Manager, Project Engineers, QA/QC engineer, and the
    Site Supervisor.
  2. All the
    installation at the project will be according to the project specification and
    Applicable standards.
  3. All installation
    work shall accurately be carried out as per the Client’s Health, Safety, and
    Environment recommendations for the handling of the materials.
  4. Sub-Contractor
    shall ensure that all workers are aware of the applicable HSE requirements.


6. Risk Assessment

  1. Before proceedings
    to any light fittings installation works, risk hazard identification is to be
    conducted for the particular electrical installation.
  2. This is required to
    be done for every light fittings installation activity.
  3. If a series of
    similar operations are to be undertaken one Risk Assessment may be enough, but
    check closely that something critical has not changed, e.g., if the size and/or
    weight of the light fittings is much more varied than the previous
    installations, then a new RA will need to be undertaken.
  4. This method
    statement provides a generic safe system of work for any light fitting
    installations, but the specific hazards of the work, as determined by the risk
    assessment, will have to be included if not already added here.


7. Equipment

Before any electrical installation, ensure that the relevant safety
checks have been undertaken on the materials, equipment, and any other tools
being used:

  • Insulated Gloves
  • PPE (Hi-viz Safety
    Vest, Hard Hat & Goggle Glass)
  • Body Harness (for
    working at height)
  • Scaffolding &
    Ladder
  • Electric Drill
    & Grinder
  • Multimeter and
    tester
  • Hand Tools
    including a Torque wrench
  • Measuring Device


8. Qualifications,
Experience, Information

  1. The Project Manager will supervise all light fitting installation
    works. Both Site Managers/Project Engineers must be experienced in
    installation. For every related task, one competent person must be
    assigned/allocated the role of Supervisor and take accountability for the Risk
    assessment/hazard Identification and give instructions for the whole operation.
  2. Only qualified workers will be allowed to use electro-mechanical tools
    and equipment to install light fittings and associated materials.
  3. After Risk Assessment/hazard Identification has been accomplished and
    details added to this method statement, all workers involved in the tasks will
    be inducted about the work; given details of the Risk Assessment & Method
    Statement (RAMS), and any other information they require.


9. Health & Safety
Hazards

Before commencing any light fitting installation, the team shall
strictly follow per Client’s Health Safety & Environment recommendations
for handling and use of the materials and ensure all involved personnel shall
be aware of the same. The general health and safety guidelines are given as
follows:

  • Make sure the work area is well tidy, safe & clean.
  • All workers shall follow safe working practices.

Recommended Safety Equipment:

  • Safety helmet,
  • Safety shoes,
  • Coveralls,
  • Gloves,
  • Goggles,
  • The face mask as applicable
  • While working at a height, the proper and safe safety harness shall be
    used and secured whilst working-extra care shall be taken whilst using tools at
    a height level to prevent dropping and or falling.
  • Make sure proper lighting is available during the night shift of
    installation & testing.
  • Report all accidents immediately no matter how small to the safety
    officer on duty.
  • Make sure that any electrical isolation permit is received if needed,
    for the installation of electrical installations such as electrical equipment,
    panel, cable, wires, and accessories.

10.   Responsible Personals


Project
Manager

  1. PM is accountable
    for overall project work and activities execution.
  2. PM will coordinate
    with the client and the main office.
  3. PM is accountable
    for progress monitoring, attending review meetings, and resource management.
  4. Overall, he will be
    responsible for the timely completion of the project following all contractual
    requirements.


Project
Engineer

  1. Light Fitting
    installations are carried out according to the specifications and approved
    method statement.
  2. Provision of all
    mandatory information and distribution of responsibilities and
    accountabilities.
  3. The work progress
    is monitored following the required program and reported the same to the
    Project manager
  4. The implementation
    of any request that might be raised by the Client.
  5. Allocation of
    manpower, materials, and equipment in consultation with the Project Manager
    also monitoring their timely supply at the work location.


Supervisor

  1. The accomplishment
    of the work and the appropriate distribution of all the available resources in
    coordination with the Project Engineer.
  2. Daily reports of
    the works are achieved and coordinated for future planning with the Project
    Engineer.
  3. Incorporate all the
    Quality Control and HSE requirements as recommended and requested by the
    concerned Engineer.
  4. Meeting with any
    type of Unpredictable incident or requirement.
