4. Procedures
Rain
Once the rain starts all permits to work approvals will be automatically cancelled and concerned supervision reissue the permit after completing and approval from the site engineer and HSE department.
Working with electrical power tools
There is some potential for such a tool if damaged to electrocute the user. We use 110v equipment and centre-wired arrangements to minimize the current but there is still a danger. Tools therefore must be inspected every day before use. Therefore, during prolonged rain power tools use shall be suspended until the stops. After the rain, all electrical installations and portable power tools/items must be inspected by a competent electrician.

If work is being carried out in any area where the rainwater is a pudding or forming a deep reservoir even if temporary then there is some potential for a worker to get into difficulty in that water. Similarly, if there are excavations or boreholes, then a significant depth of water could build up inside and with steep sides, if a worker fell in he would have difficulty escaping from the water. All such boreholes and excavations must be safely barricaded to prevent workers from entering a Zone immediately adjacent to the opening.

If the rain is prolonged and heavy it can destabilize any excavations open at the time. Therefore, during such rain, all workers shall be removed from excavations until the rain has stopped and an inspection of the opening is made to verify there are no problems. After the rain all excavations and possible water accumulation areas including manholes to be inspected by the site engineer and the HSE department. Work will commence after the safe-to-work confirmation from the HSE department.
Work at height
Once the rain starts all work at height activities will be suspended and work will commence only after completing the inspection by the area supervisor to revalidate the scaffolding tag.

6. Heavy Rainy situation management
- The site or project engineer shall report to the construction/facility manager
- The site safety officer shall coordinate with the site engineer and assess the situation
- The safety officer shall suspend all external activities like scaffold work, roof work, work on balconies, excavation-related work, hot work activities and power tools operation by informing the concerned site engineer.
- The project manager and HSE manager shall take a decision in coordination with the project director to stop the site further.
7. Wind and dust
- If the wind picks up several work areas need to be monitored and if necessary stopped
- Lifting If the winds reach 35kph, all crane activity shall be suspended until the wind speed drops again
- Work activity If the wind is sufficiently strong that the lives or health of the workforce is in danger then the site shall be evacuated until the wind subsides.
- Work at height If the wind reaches more than 38Mph, all work at height activities will be suspended during heavy wind and scaffolding will be re-inspected and the scaffolding tag will be validated by the scaffolding inspector.
Store/stacked material
- Care should be taken when stacking stored items but in the event of the wind, it becomes potentially unstable and with injury or property damage consequences.
- All workforces should have received a TBT to cover the dangers of the site working

9. Heavy windy situation management
- In case of any heavy winds, lifting supervisors shall report to the construction manager of each area to stop all lifting operations. The lifting supervisor shall coordinate with crane operators to stop all lifting operations and leave all tower Carne on free slewing mode after keeping the trolley near to mast.
- A construction manager in coordination with site engineers and supervisor to secure all loose materials on typical floor edges from flying away.
- Site engineers shall suspend all external activities where workers are exposed to high wind and flying objects.
- The site engineer shall stop all scaffold erection and dismantling as well as all work at height including the roof work.
- The storekeeper shall secure all loose materials in the storage area.
10. Emergency response
If an emergency event comes as a result of extreme weather, the emergency procedure below must be followed
In the event of an emergency situation, the procedure is as follows:
- The person discovering the emergency shall inform the emergency coordinator who shall immediately call the emergency coordinator on the site emergency hotline following telephone numbers.
- Once connected, he shall give clear information when asked, including the time of the event, company name, location of the incident, people involved, assessment of the injuries or damage and who else might be immediately affected.
- The project manager shall contact his relevant consultant & project management, consultant
- If the event is classed as a reportable incident, the project manager shall arrange to notify the local authorities.
- The HSE manager shall contact the relevant consultant HSE Manager.
- The HSE manager or his HSE Engineer shall then attend the site of the incident to get an update on the situation and ensure directional and rescue arrangements for the emergency services have been organized.
- If not already done, he shall dispatch sentries to the approach of the incident to guide the emergency services to the scene of the incident.
- With the help of HSE officers and the construction team, the incident site shall be secured, and photographs shall be taken for record and reporting purposes.
- The HSE officers shall interview and take statements from all and any witnesses.
- Within 24 hours, the initial report shall be produced and circulated to the engineering office
- Within 5 days the final report shall be produced and circulated.
