Purpose


The purpose of this Procedure is to establish, implement and maintain a system for managing emergency situations related to occupational, safety & health, including emergency preparedness and response plans and actions of [Organization Company].


Scope


This Procedure is applicable to all risk-based emergency situations identified by the HSE Officer and OSH Management Committee of the [Organization Company], which arises from the activities, carried out by the organization in compliance to the requirements of Country/State’s Emergency Management Authority.


Definitions


Responsibilities


Top Management


Top Management of the [Organization Company] shall be responsible for ensuring that adequate resources are determined and to ensure the provision of the minimum ‘emergency’ related training for all the company employees and contractors.


QA/QC Engineer


The QA/QC Engineer shall, in consultation with the heads of the Training Section of the HR Department and relevant Department Managers, be responsible for ensuring that all company employees and contractors have received the minimum basic emergency training identified in the Emergency Management Plans.


HSE Officer


The HSE Officer shall be responsible for coordinating and implementing the identified emergency training programs, including identification and engagement of suitably qualified specialists or consultants, delivery of basic emergency awareness training and drills, and updating and reviewing of the Emergency Management Plans.


ERT Leader


The Emergency Response Team Leader of [Organization Company] is responsible for the following.

General Requirement


The QA/QC Engineer of [Organization Company] shall ensure that appropriate emergency management and response plans are established and maintained in conformance to the OSH requirements of State/Country’s Municipality with regards to ‘emergency managements authorities.


Hazards & Risk Assessment


The HSE Officer of [Organization Company] shall facilitate the development and documentation of hazards & risk assessments associated to all activities, processes, and operations of the organization, in coordination with the OSH Management Committee. This shall be carried out in accordance with the methodology specified in Risk Assessment.

If there are hazards and risks, which may lead to an emergency situation, such shall be identified and prioritized depending on the level of seriousness of the emergency situation.

The emergency situations considered by [Organization Company] shall be as follows:


Identification & Prioritization of Emergency Situations


The QA/QC Engineer shall, in consultation with the OSH Management Committee and HSE Officer shall identify emergency situations that may arise in all activities, processes and operations of [Organization Company].

The HSE Officer shall develop a list (or register) of emergency hazards and situations, with emergencies ranked and prioritized in order of significance, and as agreed with the OSH Management Committee.

The HSE Officer shall agree with the OSH Management Committee and QA/QC Engineer the emergency situations, which shall require the development of specific Emergency Management Plans (EMP).


Development of Emergency Management Plans (EMP)


The HSE Officer shall, with the assistance of the QA/QC Engineer shall develop an Emergency Management Plans (EMP) for all emergency situations identified as being of significant risk by the [Organization Company] OSH Management Committee.

The EMP shall include provisions for emergency preparedness and response and shall be in a form consistent with the Emergency Management Agencies of the state/country 


EMP shall, as a minimum:


The HSE Officer and the QA/QC Engineer shall consult with all relevant employees, contractors, authorities & stakeholders when developing the content of the Emergency Management Plan.

The QA/QC Engineer shall, at a minimum, ensure that the following provisions have been made, in all the premises of the [Organization Company] in respect to common emergencies:


Implementation of Emergency Management Plans 


The HSE Officer shall consult with all employees, contractors, and supervisors of [Organization Company] 

on potential emergency hazards that may affect them, and the actions required to enable effective delivery & implementation of an Emergency Management Plan.

Employees and contractors shall be briefed on their respective roles and responsibilities with respect to the Emergency Management Plan.

The Department Heads shall authorize their respective employees to participate and act to assume designated roles and responsibilities in the event of an emergency situation. The Department Heads shall ensure their employees have received adequate training in respect to identified emergencies and Emergency Management Plan.


Emergency Operations Centre (EOC)


An EOC should be assigned in head office to enhance coordination & communication during emergencies. The complexity of the EOC will depend on low and/or high-risk levels. For the conventional and typical EOC, as per Emergency Management Agencies of the state/country, shall be equipped with:


Communication, Training & Reporting


The HSE Officer, in coordination with the QA/QC Engineer and Human Resource Department, shall communicate the content of the Company Emergency Management Plan to all employees and contractors (who may be subject to the particular emergency situation) by means of trainings and periodic meetings.

The HSE Officer shall coordinate training in the procedures required for effective implementation of each of the Emergency Management Plan. Emergency management training shall be provided as per the OSH Training Program prepared by the HSE Department.

The QA/QC Engineer shall report to the Top Management and the OSH Management Committee on the progress in communicating and training for the Emergency Management Plan, and on the implementation and performance of Emergency Management Plan following any emergencies.


Emergency Response Team


The Emergency Response Team role is to manage any emergency situation which may arise on site. The ERT will help to minimize any human suffering and economic losses that can result from emergencies. Primarily the ERT will manage the following types of emergencies:

Emergency Response Plan


Emergency Response plan for identified emergency scenarios are as follows:


A. Environmental Incident such as Spill leakage Response (Hazardous Material)


The Site operation requires a limited number of materials, which have potential to cause significant harm to personnel or the work environment if spilled. Only fuel (diesel), motor oil and other fluids used in operating machinery will be on site.

Site waste that will be accepted at the site, will contain limited amount of moisture and should not present a problem. In the event of a spill or leak of fuel from diesel storage tank or vehicles fluids, clean-up efforts will be initiated  Clean-up will consist of using a front-end loader to collect most solids, shovels and buckets will be used to collect the remnants and any minimal amounts of moisture will be collected with absorbent material


B. Fire Emergency Response


Fire Emergency can be classified into two scenarios:

1. Minor Situation: 

Small and restricted controlled fire


2. Major Situation: 


Large and uncontrolled fire


C. Explosion Response (explosion of gas cylinders or pressure vessels)

Electrocution can originate from several sources, including contact with overhead power lines, downed electrical wires, defective appliances, or lightning. Victims of electric shock may exhibit the following symptoms:

I. Severe Weather


In-case of heavy rain, dust storm, etc. no one will leave the office until the weather condition becomes favorable.

J. Collapse of structure


Once the Emergency response team is established at a collapsed structure, the ERT Leader maintains accountability for all response personnel at the scene. An HSE Engineer may also be mobilized and report directly to the ERT Leader. The HSE Engineer is responsible for monitoring and assessing the safety aspects of the responders during the collapsed structure event. That may include:
